ClientEarth and IRID Collaborates To Strengthen Indonesia’s Decarbonisation Regulations

Indonesia has set ambitious goals for industrial decarbonisation by 2025, FOLU Net Sink 2030, and lower emissions from waste and methane. The government has stressed that these ambitions depend on concrete implementation, which requires clear, enforceable, and reliable regulation to anchor green investment.

That thinking drives the two-year Memorandum of Understanding (MoU) that ClientEarth and the Indonesia Research Institute for Decarbonization (IRID) signed in Jakarta on 4 November 2026. The agreement aims to strengthen Indonesia's regulatory and policy framework for decarbonisation and a just energy transition.

IRID is an Indonesian think tank promoting decarbonisation and climate resilience, with strengths in policy analysis, policy advocacy and engagement in climate negotiations. ClientEarth, an international environmental law non-profit, brings global expertise in legal and regulatory frameworks relating to energy, corporate and financial sustainability, forestry, and land use.

Both organisations recognise that this work calls for a holistic approach spanning science, finance, law and governance. Realising it will require sustained collaboration between government bodies, civil society, and the private sector.

Under the MoU, ClientEarth and IRID will:

●       Assess legal, regulatory, policy and institutional barriers to decarbonisation by reviewing existing frameworks

●       Evaluate the financial and broader implications of policy options, and develop evidence-based recommendations for policymakers and other stakeholders

●       Advance decarbonisation and a just energy transition by drawing on national and international good practices

To support these objectives, the two organisations will conduct joint legal, regulatory, and policy research on areas such as the application of proper legal principles to regulatory drafting, sectoral decarbonisation plans, and carbon pricing frameworks. They will also engage key stakeholders through discussions, workshops and seminars to promote knowledge exchange.

ClientEarth is committed to using the power of law to support Indonesia’s net zero transition. This partnership with IRID strengthens that commitment by turning research findings into recommendations that policymakers can act on.
