PASIG CITY—The Energy Regulatory Commission (ERC) officially launched the Power Supply Procurement (PSP) Toolkit on Monday, 7 July 2025, at the ERC Main Office Multi-Purpose Hall.
The launch was attended by representatives from the Department of Energy (DOE), National Electrification Administration (NEA), Private Electric Power Operators Association (PEPOA), and the Philippine Rural Electric Cooperatives Association (PHILRECA).
In her opening message, ERC Chairperson and CEO Monalisa C. Dimalanta emphasized that while distribution utilities (DUs) are the primary users of the toolkit, the ERC hopes that consumers will also take an active interest in the process, especially since the resource will be publicly accessible. The Chairperson encouraged the public to understand the full journey of a power supply agreement—from its initial inclusion in a DU’s procurement plan up to the approval by ERC. She also added that the Commission aims to strengthen monitoring efforts on the toolkit. “Just like raising a child, you do not stop watching once it is born - you continue to guide it until it is fully grown. That is what we aim to achieve with this toolkit,” ERC Chairperson said.
Commissioners Alexis M. Lumbatan and Catherine P. Maceda likewise addressed the audience, emphasizing the toolkit’s role in fostering better-informed participation and long-term market reform.
The PSP Toolkit, developed with assistance from USAID and ClientEarth, is a legacy project of outgoing Commissioners Lumbatan and Maceda, whose terms of office end on 9 July 2025. It is a pioneering initiative of the ERC that aims to assist distribution utilities in effectively conducting the Competitive Selection Process (CSP) and securing fair and transparent Power Supply Agreements (PSAs). It offers practical, step-by-step guidance on CSP implementation in compliance with ERC regulations.
The initiative also aims to promote informed consumer participation, empower stakeholders through clear and accessible information, and strengthen transparency and accountability in power procurement through digitalization.
To support users, the toolkit features downloadable templates, regulatory references, Frequently Asked Questions (FAQs), and other helpful materials. Its development forms part of the ERC’s broader commitment to enhancing regulatory services through digital transformation.
