TransitionZero and ClientEarth Partner to Accelerate Energy Transition in Southeast Asia

24 Jan 2024 — TransitionZero, a climate analytics non-profit, and ClientEarth, a climate, energy and environmental law non-profit, have announced a new partnership to support policymakers and regulators in Southeast Asia. This collaboration combines TransitionZero’s data and modelling expertise with ClientEarth's legal and regulatory insight, and aims to build technical and legal capacity to support the region's energy transition efforts.

The main goal of this partnership is to provide technical assistance and legal expertise to help policymakers with the shift to clean and affordable energy in Southeast Asia. TransitionZero's tools, like the Future Energy Outlook (FEO) and Coal Asset Transition (CAT), combined with ClientEarth’s specialist legal expertise will be crucial in developing just and bankable energy transition plans.

The partnership aims to empower rather than create dependency. As part of this mission, TransitionZero will provide training to help policymakers utilize its open-access tools, like FEO and CAT. After this training, local and international experts from both ClientEarth and TransitionZero will be on hand to help as needed, ensuring the data from these models is transformed into actionable plans attractive to investors and consumers.

TransitionZero and ClientEarth are currently working with the Philippines’ Department of Energy to support the nation with its ambitious renewable energy plans, coal plant refinancing and electricity grid modelling studies. The purpose of these studies is to help understand the investment needs associated with transitioning to clean energy.

Matt Gray, CEO and Co-founder, of TransitionZero:

"ClientEarth's dedication to transforming systems through enabling legal and regulatory frameworks complements our expertise in finance and economic analytics. Together, we are committed to helping policymakers build modelling, legal and regulatory capacity, so they can develop and implement effective national-level energy transition plans."

Peter Barnett, Head of Energy Systems, Asia, of ClientEarth:

"This partnership underscores our commitment to use high-quality data and modelling as inputs into effective law, policy and regulation to capture the opportunities of the transition to clean and affordable energy. By working alongside TransitionZero, we can support the establishment of robust regulatory frameworks for renewable energy development and investment  as part of science-based transition planning and targets."

Dr. Rowena Cristina Guevara, Undersecretary of the Philippines’ Department of Energy:

“The Philippines' energy transition will be a transformative endeavour that holds the promise of a sustainable and resilient future. To achieve this ambitious goal, we welcome dialogue with legal and technical experts conducting rigorous research and data-driven analysis to inform sound policymaking and regulation.”
