Terms of Reference - Legal Consultant: Critical minerals in the Philippines

Location: Remote / based in the Philippines preferred.

Summary of objective: to conduct a legal review and benchmarking of the Philippines’ mining and environmental laws, especially those related to critical minerals, against international standards. The consultant will recommend legal and policy reforms to strengthen environmental protections, human rights safeguards, and regulatory coherence.

Fee: up to USD 18,000 (inclusive of VAT/taxes) – applicants must state their daily rate and proposed working days.

Deliverable deadlines:
• First draft with a framework outline with the report: 30th June – 15th July, 2025
